Media Buying & Paid Ads Management in Dubai — Meta, Google, TikTok and Snapchat, Reconciled Every Month

Last updated 2026-10-02

WWV Marketing (Worldwide Vendor) is a media buying agency serving Dubai, Abu Dhabi and the wider Gulf, planning and buying paid media across Meta, Google, TikTok and Snapchat. Gulf clients contract with WWV's registered company in the United Arab Emirates, while the strategy, film, photography, editing and buying are produced in house by WWV's own studio and crew in New Cairo. Every month, budget committed, spend, reach and cost per result are reconciled and shown to the client, line by line.

Media buying in Dubai, run by the team that makes the ads

The problem most Dubai marketing leads describe is not that campaigns fail. It is that budget leaves the account every month and nobody can draw a straight line from that money to a result. The dashboard screenshot says one thing, the invoice says another, and the creative that spent the money was made by a freelancer the client has never spoken to.

WWV plans and buys paid media on Meta, Google, TikTok and Snapchat. The strategy, content, film, photography and editing behind those campaigns are produced in house by WWV's own team — nothing is subcontracted. The idea in the strategy is the idea that gets shot, and the idea that gets shot is the idea that spends the budget.

The contracting model matters commercially. Gulf clients contract with WWV's registered company in the United Arab Emirates. Production, crew, editors and buyers sit in the Cairo studio at Arabella Plaza, New Cairo. You get a UAE counterparty and a Cairo-based production team on a cost base a Dubai-only agency cannot match — because the cost sits in the studio, not in the markup.

What does a monthly media buying report actually show?

A WWV monthly report reconciles budget against spend, per platform and per campaign, and reports reach and cost per result (CPR) against the result type agreed before launch. It is a reconciliation, not a dashboard screenshot.

Reconciled means the platform-reported spend is matched against what was actually invoiced, per platform, per campaign. If a budget was committed across Meta and Snapchat, the report shows what each platform drew down, what remains, and what each result cost. A buyer who has been burned before is usually asking one question — did the money I paid you actually reach the auction? That is the question this document answers.

Per channel, the report carries:

Line What it shows
Budget committed What was agreed for that platform this month
Spend Platform-reported spend, matched to invoiced spend
Impressions Total ad deliveries
Reach Unique people reached
Clicks Link clicks to the destination
CPC Cost per click
CPM Cost per thousand impressions
Results Against the result type defined before launch
Cost per result (CPR) Spend ÷ results, per campaign

The result type is defined up front, in writing, before budget is spent — a booked consultation, a purchase, a qualified lead form, a WhatsApp conversation started. Agencies that define the result after the month has run can always find a number that looks good.

The creative that spends the budget is approved in the Wieldy client portal. Every WWV client gets a portal to see their content and calendar and to review and approve work. Wieldy is the agency platform WWV runs the studio on. The practical effect: you approve the ad before it runs, in the same place the numbers land afterwards, so there is one record of what was made, what was approved and what it cost.

Which platforms do we buy on, and when does each one earn its budget?

WWV buys on four platforms: Meta, Google, TikTok and Snapchat. Each one suits a different kind of Gulf advertiser, and each has a limitation worth stating before you commit budget to it.

Meta (Facebook and Instagram) — Facebook advertising management

Meta is the volume channel for e-commerce, clinics and retail across the UAE, covering Facebook, Instagram, Messenger and WhatsApp placements. It is bought against conversions and qualified leads, and it rewards creative volume more than clever targeting.

WWV manages campaigns inside the client's own Meta Business Manager and ad account, in Meta Ads Manager. You own the ad account, the Meta pixel and the audience data. The agency does not. That is a real objection in this market and the answer should be plain: assets built on your spend stay with you.

The limitation: Meta's health and wellness policies restrict before-and-after creative and body-focused claims, which shapes what a clinic can run. That is a creative problem, not a targeting problem, and it is solved at the shoot.

Google Ads and YouTube — Google Ads management

Google captures demand that already exists. Search, Performance Max and YouTube suit services and high-consideration purchases where someone is already looking — clinics, consultancies, travel, anything with a long decision window.

The limitation: Google cannot create demand for a product nobody is searching for yet. If search volume for the category is thin in the UAE, Google is a closing channel, not a growth channel, and the budget belongs on Meta or TikTok until demand exists.

TikTok Ads

TikTok is creative-led. It consumes native-shot vertical video at a rate that kills agencies relying on repurposed stills, and performance degrades fast when the same three assets run for six weeks. This is where the in-house film crew matters more than on any other channel: WWV shoots for TikTok as TikTok, not as cut-down TV.

The limitation: it needs a steady production pipeline. If you cannot feed it, do not buy it.

Snapchat Ads

Snapchat carries real commercial weight with UAE and Saudi audiences and is routinely left off agency pages written for a Western market. In Saudi Arabia in particular it reaches a young national audience that other platforms under-deliver on, and it is often cheaper on CPM than Meta for the same reach.

WWV buys Snapchat for retail, fashion, food and consumer brands targeting under-35 Gulf audiences, usually against traffic, app installs or conversions. The limitation: it is an attention channel with short dwell time, so it needs its own creative, shot for it. Reposting a Meta asset to Snapchat wastes the budget.

How does a paid media account run, month by month?

Most WWV clients are on a monthly retainer, so WWV runs the account day to day rather than delivering one campaign and walking away. The first 30 days follow a fixed sequence.

  1. Access and audit. We take access to your Meta Business Manager, Google Ads, TikTok Ads and Snapchat Ads accounts, check pixel and conversion tracking is firing correctly, and review the last 90 days of spend.
  2. Define the result. One primary result per campaign, defined and written down, with the cost per result you need it to hit to be worth buying.
  3. Build the marketing funnel. Cold prospecting audiences to reach people who do not know you, retargeting to people who engaged or visited but did not convert, and conversion campaigns against warm intent. Budget is split across the three deliberately, not drifted into whichever campaign looked good last week.
  4. Produce creative in studio. Film, photography, editing and copy, made by WWV's own crew for the specific placement and funnel stage.
  5. Launch and learn. Campaigns go live with enough budget per ad set to exit the learning phase rather than being starved across too many variants.
  6. In-flight optimisation. Weekly, against cost per result — not against vanity reach.
  7. Month-end reconciliation and review call. The report lands, and we walk through it.

Working hours are Sunday to Friday, 08:00 to 18:00 Cairo time, which overlaps the full UAE and Saudi working week. If something breaks on a Sunday morning in Dubai, someone is at a desk.

Work is delivered in Arabic and English. Arabic ad copy is written for the market from scratch, never translated from English. On Meta and Snapchat in the Gulf, that is a performance argument rather than a courtesy: translated Arabic reads as translated, and Gulf audiences scroll past it.

How much does a media buying agency in Dubai cost per month?

Media buying is quoted as two separate numbers: a monthly management retainer paid to the agency, and the ad spend itself, paid against reconciled invoices. Any agency that blends the two into one figure has made it impossible for you to audit either.

There are three pricing models you will be quoted in this market:

Model How it works Where it goes wrong
Flat retainer Fixed monthly fee regardless of spend Agency has no incentive to scale spend; fine for stable budgets
Percentage of spend Fee is a % of media budget Rewards spending more, not earning more
Hybrid Base retainer plus a smaller percentage above a spend threshold Common for scaling accounts; needs a clear threshold in the contract

There is also a floor below which paid media simply cannot work, and it is structural rather than commercial. Platforms optimise by learning from conversion events. Below a certain volume of conversions per ad set per month, the algorithm never leaves the learning phase, cost per result stays volatile, and you are paying to generate data rather than revenue. The practical consequence: a small budget spread across four platforms performs worse than the same budget concentrated on one.

On price: WWV can quote under a Dubai-only agency because the production base is the Cairo studio, not because the work is given to juniors or the buying is outsourced. The same crew that shoots for the 16 brands WWV runs day to day shoots for your account.

Real campaign data, not survey data

Auction costs move with the seasonal windows Gulf and Egyptian media planners actually budget against — Ramadan, Eid, back-to-school, White Friday / Black Friday, and the Dubai Shopping Festival. Costs in these windows do not behave like the annual average, and planning against an annual average is how Q4 budgets get burned in ten days.

Why it matters when you are choosing an agency: the agency quoting your likely cost per result should have a view on this because it spends the budget every month, not because it read somebody else's report.

Who does WWV buy media for?

WWV runs 16 brands day to day across healthcare, tourism, fashion, food and professional services. Named clients include Beautify Clinic, Fit Oat, Golden Gulf, Best Egypt Holidays, MZ Abayas, Salemeen Clinic, Sanad Consult and Shino Tours.

The New Cairo studio is the proof a Gulf buyer is shown. It is a working studio running 16 accounts daily — strategy, shoots, edit suites, buyers — not a sales office with a showreel.

Two sector notes from running those accounts:

Media buying sits alongside the other six services WWV runs in house — social media management, content creation, videography and photography, event management, public relations, and e-commerce support.

Frequently asked questions

Who owns the ad account and the Meta pixel — me or the agency?

You do. WWV runs campaigns inside your own Meta Business Manager, Google Ads, TikTok Ads and Snapchat Ads accounts. The ad accounts, the Meta pixel, the conversion data and the custom audiences are your assets and stay with you if the relationship ends.

How do I know the agency actually spent the budget it says it did?

Because spend is reconciled, not screenshotted. Every month WWV matches platform-reported spend against invoiced spend, per platform and per campaign, and reports budget, spend, reach and cost per result alongside it. You can also see the live numbers in your own ad accounts at any time, since you own them.

Can I contract with a UAE company if the production team is based abroad?

Yes. Gulf clients contract with WWV's registered company in the United Arab Emirates, while strategy, film, photography, editing and media buying are produced by WWV's own team in New Cairo. Nothing is subcontracted to third parties — the Cairo studio is WWV.

Should I advertise on Snapchat in the UAE and Saudi Arabia?

Often, yes — Snapchat holds real commercial weight with UAE and Saudi audiences, particularly under-35s, and is frequently cheaper on CPM than Meta for comparable reach. It suits retail, fashion, food and consumer brands. It needs creative shot for Snapchat specifically; reposted Meta assets underperform there.

Do you run campaigns in Arabic, and is the copy translated?

WWV delivers in Arabic and English, and Arabic ad copy is written for the market from scratch, never translated from English. In Gulf auctions on Meta and Snapchat this is a performance issue rather than a style preference — translated Arabic reads as translated and gets scrolled past.

What happens to my campaigns and assets if I stop working with WWV?

The ad accounts, pixel, audiences and campaign history remain yours because they were always in your Business Manager. WWV access is removed on request.
